For 10 days each September, when the film world's elite converge on downtown Toronto, the celebration of big-screen culture translates into big profits for local merchants. ''We're seeing more action than in previous years,'' said Bobby Virani, owner of the Cumberland Cigar Store in the upscale Yorkville neighbourhood. Support appears to be seeping away for Toronto Mayor David Miller's bid to force an early vote on $356-million in proposed new city taxes.Yesterday, as city councillors waded through reams of e-mails from Mr. Miller's ''fair taxes'' campaign launched this week, the mayor was still short of the key votes needed for a special council meeting.

I promise not to get too cynical about our fair mayor's new hearts-and-minds campaign to sell what he calls ''a fair tax plan for Toronto.'' I really believe in the cause. It's progressive, in the classic sense, and necessary. But its implementation has been excruciating. David Miller's new campaign, noble as it may be, only makes it more so. On a beach under scrub-covered cliffs, Theo is about to confront the man who abused him as a child. The setting is Scarborough, but it seems like something out of Wuthering Heights. This is a scene from Late Fragment, an innovative film that premiered at the Toronto International Film Festival. The first interactive feature of its kind in North America, it follows the lives of three strangers with traumatic pasts that intersect during ''restorative justice'' therapy sessions. Through a series of flashbacks, we learn how they got there. Unlike the usual linear film experience, however, Late Fragment allows the viewer to find out as much, or as little, about each character as he or she wants.
